Ukraine’s National Energy and Climate Plan: From Adoption to Delivery

10. November 2026
09:00 – 10:30
Ukraine Pavilion

On 10 June 2026, the Cabinet of Ministers of Ukraine approved the updated National Energy and Climate Plan to 2030 (NECP) — the first such review carried out by any Contracting Party to the Energy Community after just one year of implementation. This event shifts the focus from the plan to its practical implementation: how is the country updating its roadmap for energy and climate development whilst facing constant pressure on its power system, and what does reliable and controlled implementation look like in this context?

Participants in the discussion will examine the National Energy and Climate Plan (NECP) both as a roadmap for domestic reforms and as an investment guide, covering the new law on electricity market integration, the structure of renewable energy auctions, and a portfolio of bankable projects for investors and donors ahead of the resumption of Ukraine’s EU accession negotiations. This event aligns well with the objectives of COP31 and the thematic day dedicated to energy, just transition or EU accession/enlargement; if confirmed, it will be co-branded with the Ukrainian pavilion to reach delegations, international financial institutions and investors who are already engaged in discussions on the Energy Community and integration with the EU.
