Ukraine’s Critical Minerals: A Trusted Partner for Global Decarbonization
The discussion aims to position Ukraine’s critical minerals policy at the intersection of three global priorities discussed at COP31: diversifying supply chains for the clean-energy transition away from single-country dependence, mobilizing blended and risk-mitigated finance for projects in fragile and conflict-affected states, and ensuring that reconstruction and decarbonization proceed together rather than sequentially.
The discussion will consider specific mechanisms – including war-risk insurance, political risk guarantees, Strategic Project status under the EU Critical Raw Materials Act, the Ukraine Reconstruction Investment Fund, and the role of international financial institutions and strategic private investors as market-makers – that can advance projects from blueprint to production. Investors’ perspectives on what it takes to commit private capital to a frontier critical-minerals market will also be explored. The event will also present Ukraine’s Critical Minerals Strategy, adopted in June 2026, and explain Ukraine’s approach to developing joint value chains with international partners.
The discussion will focus on the practical steps needed to translate policy commitments into investable projects and resilient, diversified supply chains that support the global clean-energy transition.
