Implementation and Monitoring of the Effectiveness of Climate Policy based on International Best Practice

10. November 2026
15:00 – 16:00
Ukraine Pavilion

Ukraine has enshrined the goal of climate neutrality by 2050 in law, has approved the updated National Energy and Climate Plan (NECP) and is working to integrate climate considerations into sectoral policies and measures, as well as to develop a climate policy monitoring system. Participants at the event will discuss Ukraine’s experience in implementing the NECP and the Law of Ukraine ‘On the Basic Principles of State Climate Policy’ on the path to European integration.

The Green Transition Office, together with its partners, will present the results of sectoral studies on decarbonisation potential for key sectors and an approach to developing a national carbon budget as a basis for setting climate targets and tracking progress. Participants will discuss the importance of implementing climate policy using science-based and data-driven approaches.

Participants will also exchange views and experiences on monitoring and evaluating the effectiveness of climate policy measures, as well as the importance of independent progress assessments and the development of recommendations for strengthening climate action.
